Lummis names July for a Senate floor debate
Senator Cynthia Lummis said the Digital Asset Market CLARITY Act will reach the Senate floor for debate in July. She made the statement on 24 June 2026 on Fox Business's "Mornings with Maria." It was the first public floor-date commitment from the bill's lead sponsor. Lummis chairs the Senate Banking Subcommittee on Digital Assets, which gives her a central role in the timing.
The bill waits on the Senate calendar
The CLARITY Act was placed on the Senate Legislative Calendar as Calendar No. 423 on 1 June 2026. The Senate Banking Committee had advanced the bill in a 15-9 vote on 14 May 2026. The calendar listing made the measure eligible for a full floor vote without further committee action. Senate Majority Leader John Thune has not yet announced a date to bring it up. The Senate returns from its July 4 break on 13 July, and the August recess begins around 10 August.
Sixty votes hinge on Democratic crossovers
The bill needs 60 votes to clear cloture and escape a filibuster. Republicans hold roughly 53 seats, which leaves the framework about seven votes short even with full party unity. Senators Ruben Gallego and Angela Alsobrooks backed the bill in the Senate Banking Committee. Both said their committee votes do not bind their floor decisions without an agreement on ethics language. Several Democrats have flagged concerns over ethics provisions tied to the Trump family's crypto holdings. They have also questioned the Section 604 carve-out that exempts non-custodial developers from some registration rules.
Lummis tells Dimon to read the bill
Lummis has clashed with JPMorgan Chase Chief Executive Officer (CEO) Jamie Dimon, who argues the bill weakens anti-money laundering (AML) and Bank Secrecy Act protections. On 3 June 2026 she pushed back on CNBC. On 24 June she repeated the challenge and suggested Dimon review the bill over the July 4 recess.

The House passed its version last year
The House passed H.R. 3633 by 294 to 134 on 17 July 2025. The House Financial Services Committee scheduled a field hearing in New York City on 17 July 2026. If the Senate passes an amended bill, leaders on both sides have signaled the House would take up the Senate text directly. Lummis has warned that a missed 2026 vote could push realistic passage to at least 2030. More than 200 crypto companies and the Consumer Technology Association have urged the Senate to pass the bill.
Bitcoin trades lower at publication
