Five firms launched Hong Kong's tokenised securities framework

On 5 August 2026, FORMS HK, Chainlink, Apex Group, CSpro and Blockchain Valley@Cyberport launched the Tokenized Securities Framework in Hong Kong. The system standardises how tokenised securities are issued, distributed and settled inside the Securities and Futures Commission's existing rules. The partners present it as shared market infrastructure, not a single-firm pilot, built for repeatable use across issuers. The launch adds a common standard to a market that has so far run on bespoke, one-off arrangements.

Each partner owns one layer of the stack

The framework splits the work across five partners. FORMS HK manages infrastructure orchestration and banking-system integration. Apex Group delivers tokenisation technology and institutional asset servicing, and administers more than $3.5 trillion in assets across over 50 jurisdictions. CSpro, a Securities and Futures Commission-licensed broker-dealer for tokenised securities offerings, handles asset origination and regulated distribution through licensed intermediaries. Blockchain Valley@Cyberport, launched in 2025, supplies the wider ecosystem that links the components together. The design stays technology-agnostic, allowing integration with multiple blockchain protocols as the market develops.

Chainlink supplies interoperability and compliance tools

Chainlink contributes two components to the stack. Its Cross-Chain Interoperability Protocol moves tokenised assets between separate blockchain networks. Its Automated Compliance Engine runs on-chain identity and regulatory checks. The framework initially adopts the ERC-3643 permissioned token standard, which embeds compliance controls directly into each token. A token built to that standard checks every transfer and refuses to move to a wallet that fails identity verification. That design lets a regulated security exist on a public or hybrid chain without breaching securities law on its first transfer.

Chainlink framed its role around connecting existing financial systems to public and permissioned chains.

Hong Kong rules gave the framework its scaffolding

The framework builds on Hong Kong's existing rulebook. The Securities and Futures Commission issued circulars in 2023 covering retail investor access to tokenised products. In April 2026, a separate framework addressed secondary trading of tokenised investment products on licensed platforms. The Tokenized Securities Framework builds on that regulatory scaffolding rather than seeking new legislation, keeping issuance inside the commission's current perimeter. Cyberport, the government-backed technology hub behind Blockchain Valley, hosts more than 440 fintech firms, giving the framework a pool of potential users.

LINK price held steady at time of publication

LINK, the token of the Chainlink network, traded at $8.32 at the time of publication, up 0.6% over the past 24 hours versus the previous close (CoinPaprika, 8 August 2026). Its market value stood near $6.22 billion, and the token gained about 2.7% over the past seven days (CoinPaprika, 8 August 2026).

The framework launched with no live issuances yet

The partners reported no live issuances or transaction volumes at launch. TS Connect, the framework's execution and distribution layer, handles investor onboarding and supports controlled deployment through sandbox environments and pilot transactions. The founding partners plan to expand the ecosystem through further pilot programmes and industry collaboration before any production deployment.
