Senate committee advanced the CLARITY Act in a bipartisan vote

The Senate Banking Committee advanced the Digital Asset Market Clarity Act, known as the CLARITY Act, by a 15-9 vote on 14 May 2026. Two Democrats, Ruben Gallego of Arizona and Angela Alsobrooks of Maryland, joined every Republican on the panel. Committee Chairman Tim Scott described the markup as a bipartisan effort to set clear rules for digital assets. The bill establishes a federal market structure for crypto and now moves to the full Senate floor.

Senate leaders expect to release final bill text this week

Senate leaders are expected to release the final text of the bill this week for public review. According to Senator Cynthia Lummis, the text should be published around 4 July so lawmakers, banks, and industry groups can study it before any vote. The bill was placed on the Senate Legislative Calendar as item No. 423 on 1 June 2026. That step made it formally eligible for floor consideration, though Senate leadership must still schedule the debate and the vote itself.

Floor vote now waits until after the July recess

Earlier hopes for action before the 4 July recess have faded. The Senate adjourned until 13 July, which leaves a shorter working window before the longer August recess. Senator Bill Hagerty said a floor vote is more likely in the weeks after lawmakers return to Washington. He pointed to the earlier passage of the GENIUS Act, the stablecoin law, as evidence that clear rules can produce lasting policy.

The bill still needs sixty votes to pass

The CLARITY Act must clear a 60-vote threshold on the Senate floor. Republicans hold 53 seats, so at least seven Democrats must back the bill for it to pass. The Senate version would then need to be reconciled with a separate Senate Agriculture Committee draft and merged with the House-passed text before it reaches the president. The House passed its version, H.R. 3633, on 17 July 2025 by a 294-134 margin.

Industry groups press for a vote before August

Industry groups and some lawmakers have urged the Senate to hold a vote before the August recess. A longer delay could push the bill into the fall, when election-year priorities compete for limited floor time. Supporters say the legislation would set federal rules and stronger consumer protection standards for digital asset markets, and keep the sector under US oversight.
