Chainalysis sues over ICE contract awarded to TRM Labs
Chainalysis Government Solutions LLC filed a lawsuit against the United States government on 27 July 2026. The complaint challenges a decision by Immigration and Customs Enforcement (ICE) to award a sole-source contract to rival blockchain-analytics firm TRM Labs. Chainalysis lodged the case in the US Court of Federal Claims, the venue that hears disputes over federal spending. A sole-source award means an agency buys from one vendor without an open competition, and the agency must justify why no other supplier can meet the need. Chainalysis frames the case as a bid protest.
The disputed contract is worth about $94.6 million
A federal award notice values the contract at roughly $94.6 million. The deal covers forensic software and support services for Homeland Security Task Force investigations. The one-year award runs from 1 July 2026 through 30 June 2027. ICE handles a growing number of criminal cases that involve cryptocurrency, and both firms sell tools that trace digital-asset transactions for law-enforcement clients.
Chainalysis calls the award arbitrary and unreasonable
According to the complaint as reported by Cointelegraph, Chainalysis argued that ICE's decision was "arbitrary, capricious, and unreasonable." The firm said it had submitted a capability statement after ICE posted a notice of intent to buy forensic software and support services from TRM Labs. Chainalysis Government Solutions already holds cryptocurrency-investigation contracts with several US federal agencies, and it says it could have competed for the ICE work.
TRM Labs joined the case as an intervenor
TRM Labs intervened in the lawsuit on 28 July 2026. The court granted Chainalysis permission to keep the complaint under seal on 31 July 2026, because the filing contains confidential and proprietary information. The government and TRM Labs were ordered to respond, and the court scheduled oral argument for 2 September 2026. The government asked the court to issue a decision by 10 September 2026. The relevant motion became publicly accessible through a court-records archive on 16 August 2026.
What the forensic software is used for
San Francisco-based TRM Labs provides transaction monitoring, wallet screening, and forensic analysis for government clients. In earlier remarks about the technology, before this contract dispute, the firm's global head of policy described why enforcement agencies buy these tools.
